  • You must be a native of Rivers State, Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, or Ondo.
  • For those seeking to pursue a Master’s degree program, a first degree with at least a 2nd Class Lower Division is required, and PhD candidates must have a strong Master’s degree from an accredited university.
  • Candidates must have been accepted into a post-graduate program in one of the aforementioned subjects at a foreign university.
  • In order to apply, a candidate must not already be enrolled in an overseas university.
  • Any of the following individuals from the applicant’s community or clan may serve as a guarantor by providing a written statement attesting to the applicant’s good behavior: a member of the National Assembly or State House of Assembly, the chairman of the LGA, a first-class traditional ruler, or a high court judge.
  • No one with a criminal history, such as a conviction, or evidence of cult participation will be given consideration for the award.
  • Candidates must have finished the required National Youth Service (NYSC).
